The U.S. Consular Agency in Cebu provides passport and citizenship services to U.S. citizens in the Visayas region and nearby provinces by appointment only. We also can assist Americans in an emergency, including in cases of death, arrest, missing persons, and with welfare concerns.
To comply with social distancing guidelines and help ensure your safety during the ongoing COVID-19 pandemic, we are strictly controlling the number of people in our waiting room at any one time. We are not providing walk-in services. Contact the Cebu Consular Agency by email to ACSInfoCebu@state.gov to request an appointment for a passport or Consular Report of Birth Abroad (CRBA). Please be prepared to pay the required fee by credit card. We accept Visa, MasterCard, American Express, Visa Debit, and MasterCard Debit. If you must pay by cash, please bring exact change in U.S. dollars or Philippine pesos. We cannot make change for cash payments.
Keep in mind that you may qualify to submit your passport renewal application by mail; click here for more information. Turn-around time for passport cases is four to six weeks. If you have confirmed travel within the next two weeks, contact the U.S. Embassy in Manila via email to ACSInfoManila@state.gov to request an appointment to apply in person for an emergency passport. Write “emergency passport” in the subject line of your email.
