The Passport & Citizenship Unit provides passport services to U.S. citizens in the Philippines, at the Embassy in Manila and the Consular Agency in Cebu, by appointment only.
To determine which passport forms you will need to fill out, which original documents to provide, and which procedures you need to follow, please use the Passport Wizard. Then, return to this page for important information on how to either mail your DS-82 renewal to the Embassy, or to schedule an appointment to apply in person with form DS-11 at the U.S. Embassy in Manila or Consular Agency in Cebu.
Please do not make an appointment for a passport service if local COVID-19 restrictions prohibit you from traveling to the Embassy or Consular Agency for your interview.
We are not providing walk-in services at this time in Manila or Cebu.
If you have confirmed travel within the next two weeks, contact the U.S. Embassy in Manila at ACSInfoManila@state.gov to request an appointment for an emergency passport. Write “emergency passport” in the subject line of your email and attach a copy of your current passport and itinerary.

For DS-82 Adult Passport Renewals:
Pay the $130.00 passport application fee online via the U.S. government’s secure payment site. In the name fields on the payment site, please use your current legal name, even if it is different from the name that appears on your prior passport. If you are submitting a payment on behalf of another passport renewal applicant, please enter their name. All fields are required.
fter successfully paying the fee, you will receive a confirmation email. Please print out that electronic payment confirmation and include it in the package you send to the Embassy in Manila. Online fee payment is currently available for passport book renewals only and not for card renewals.
For DS-11 Applications:
Please prepare to pay your application fee in person at the Embassy cashier in Manila or at the Consular Agency in Cebu during your appointment. We accept cash (in U.S. dollars or Philippine pesos), or major credit cards. We do not accept checks or dollar demand drafts.

Under current COVID-19 guidelines, you must wear a mask to enter the Embassy or Consular Agency.
Cell phones and other electronic devices are prohibited in the Embassy and Consular Agency; please do not bring these items with you to your appointment.

If you are unable to provide fingerprints because of a medical condition, including birth defects, physical deformities, skin conditions, you may qualify for a fingerprint waiver for certain fingers.
