Consular Update: American Citizen Services (Special Consular Services)

While the American Citizen Services (ACS) unit stands ready to provide emergency consular services to U.S. citizens at all times, in view of the National Capital Region’s continued community quarantine, routine consular services are still suspended until further notice.  We have limited staff available to handle emergency service only.  Please delay non-urgent requests and calls until routine services resume.  We appreciate your continued patience and understanding.

Please note:

  • Notarial services, including Affidavit in Lieu of Legal Capacity to Marry, are not currently available.
  • If all local and U.S. requirements are satisfied, a Mortuary certificate for the shipment of remains to the United States can be issued.  Please email ACSInfoManila@state.gov or call in advance to make an appointment.
  • If you need emergency assistance, such as reporting a death, arrest, victim of crime, child at risk, or other matters endangering life or limb, please contact us via telephone or email (ACSInfoManila@state.gov).
  • For information on notarial services, mortuary and Consular Report of Death of An American Citizen Abroad (CRODA) and to find updates on our services, please visit and regularly monitor our website.  We also encourage you to enroll in the Smart Traveler Enrollment Program (STEP) to receive real-time alerts on the current situation in the country: step.state.gov
